Applications Analyst III – City of Portland, OR – Portland, OR

The Applications Analyst III will be a member Bureau of Technology Services (BTS) applications team that is responsible for the support, development, and maintenance of applications and databases for the City’s Bureau of Transportation (PBOT). The portfolio of supported applications includes enterprise asset management (EAM) systems, geographic information systems (GIS), internal and external facing web applications and other applications that support PBOT’s numerous functions.

Employees in this classification perform the most difficult and responsible types of duties within the Applications Analyst series, including maintaining large or complex City applications and serving in a project lead capacity on specialized applications development projects. The AAIII is expected to operate under minimal supervision.

Experience with Microsoft Visual Studio, .NET framework, VB.NET/C#, ASP.NET MVC, or Java is highly desirable although not required for this position.

To Qualify:
The following minimum qualifications are required for this position and must be specifically addressed / demonstrated in your cover letter and resume: Advanced knowledge and experience applying current methods and techniques of desktop and web applications analysis, design, programming, testing, implementation, maintenance and support, including configuring and supporting commercial off-the-shelf enterprise software packages. Knowledge and experience with web development in web languages such as HTML, XML, XHTML, XSLT, CSS, ASP.NET MVC, Javascript, AJAX, JQuery, or PHP on both client and server-side, using API’s and XML/RSS feeds, and developing REST and SOAP web services. Knowledge and experience using design templates and open source software solutions and frameworks ( Ruby on Rails, Drupal, etc ). Knowledge and experience working with database management systems such as Microsoft SQL Server, performing duties such as database design, writing SQL scripts and stored procedures, and writing reports in tools such as Crystal Reports or SSRS. Knowledge and experience applying the methods and techniques of evaluating functional business requirements, writing technical requirements and documentation based on those functional requirements, both individually and as a member of a team working closely with customers and business analysts. Knowledge and experience using sound principles and practices of project management and evaluation, including working knowledge of agile development methodologies, collaboration tools and techniques.
