The Communications and Documentation Specialist reports to the TOPS Deputy Director with close linkages to the Senior Knowledge Management Advisor. The position focuses on internal and public information development, documentation, and dissemination of TOPS program activities and initiatives. In close collaboration with the Knowledge Management team, s/he designs, writes, and edits promotional and informational material for internal and external audiences, coordinates reporting on TOPS projects or activities, provides liaison with donor and partner communications specialists, coordinates with the TOPS and Food Security Network web and other IT informational mechanisms, updates written materials and other text, coordinates information sharing within the TOPS Program Management Team (PMT) and with field partners, and provides writing and technical content support to the TOPS PMT on reports, work plans, briefing materials, and surveys. The position is responsible for maintaining and enhancing the TOPS website.
Essential Duties, Responsibilities and Impact
Maintain quality communications capacity – 40%
Implement communications, branding and documentation strategies for the TOPS program.
Support TOPS PMT and Technical Leads on documentation and dissemination of TOPS project and program results.
With the Sr. KM Advisor and Sr. M&E Specialist, develop and implement strategies to monitor, evaluate and report on the effectiveness of communications.
Prepare and disseminate publicity information promoting TOPS and FSN sponsored or supported events and activities.
Review existing communications materials used by TOPS, revise and publish them in English, French and Spanish as required, and maintain organized files in compliance with SC and USAID regulations.
Maintain, enhance, and regularly update the TOPS Program website and support the KM team in its communications efforts.
Arrange/facilitate translation of materials in languages that are used by a significant portion of TOPS’s clients.
Technical support for quality programming – 40 %
Edit and contribute to drafting of manuals, evaluations, workshop reports, briefing papers, Annual Progress Reports, Annual Work Plans, A/V presentations, web pages, dashboards, and other documents.
Design, write, edit, and distribute promotional and informational printed/graphic materials for internal and external audiences; design or select appropriately branded TOPS promotional items to support TOPS events.
Develop and maintain systems to organize and facilitate access to documentation and informational materials, including internal and external technical publications, tools, and manuals.
Establish uniform standards, formats, and style guidance for TOPS publications, materials, and presentations.
Update and maintain accuracy in TOPS Program descriptive and briefing materials.
Portfolio management and team support – 20%
Build and maintain partner and donor awareness of TOPS activities through ongoing contact with donor and partner communications and information management staff.
Liaise with donor and partner communications specialists and coordinate information sharing within the TOPS PMT and with field partners.
Work with the TOPS Program Advisory Committee (PAC) to provide high-level information for PAC engagement/project ambassadors.
Required Background and Experience, Skills and Behaviors
Bachelor’s degree in communications, journalism, development, international affairs, public relations, or related area. Master’s degree preferred.
Three to five years of progressively responsible experience in communications for international affairs, journalism, and/or international development.
Experience working in a developing country in international development or emergency programs, preferably with communications responsibilities.
Demonstrated experience in organizing and setting up public events, conferences, and campaigns highly desirable.
Outstanding English skills in writing and editing public information or promotional materials, annual reports, newsletters, project or grant proposals, and briefing papers. Writing samples required.
Ability to develop, edit, and update web content and other new media such as blogs, tweets, and podcasts, and to prepare computer-based presentations and informational learning materials.
Skilled in Microsoft Word, PowerPoint, Excel; familiarity with Adobe Suite, Photoshop, and desktop publishing.
Knowledgeable about Facebook, Twitter, YouTube, LinkedIn, and RSS feeds.
Familiarity with USG-funded projects, particularly USAID and Food for Peace.
Demonstrated ability to work with and guide staff on communications, documentation, and media production.
Highly collaborative team player with willingness and ability to work on tight deadlines at times.
Experience in organizing translations for English language materials where necessary.
Knowledge of second languages a plus, especially French or Spanish.
