Position: Workforce Development Associate

Department: Youth Services

Reports to: Workforce Development Coordinator

Hours: Full-time

Position Summary:
The Workforce Development Associate delivers high quality workforce development solutions across all sectors under strict ethical standards, while ensuring quality assurance throughout all aspects of the candidate and employer cycle. The position functions to support employment goals for young adults ages 17-24 that are neither in school nor employed, and in many instances coping with highly complex barriers to employment. The position is 100% performance driven and supports six key operational tracks within Union Settlement’s workforce development programming model. The position also requires considerable use of business, sales, and customer relationship management, labor market information, mentoring, career assessment planning and coaching skills in order to enhance both candidate and employer partnerships and drive contract performance.

Market and promote Career Academy, Union Settlement’s signature workforce development program to community based organizations, city agencies, community boards, local elected officials, local businesses, merchant associations, vocational schools, training providers, and community colleges.

Deliver work readiness training curriculum in a workshop setting, a model which is driven by ten mission critical employment disciplines that lead to gainful employment and which incorporate a significant use of technology, such as online job application simulators, career focused webinars, web-based interview tutorials, video recording, and significant use of YouTube as a learning and coaching tool.

Identify and pursue new employer relationships, and develop a strong and sustainable book of business/employer partnerships. These partnerships will be managed and cultivated for long term growth and measured by such criteria as placement potential, account fill-rate, recruit-to-hire ratio, career advancement, repeat business, referral business, scale business, on-site hiring events, and retention and wages.

Manage the referral/interview/placement cycle. This includes meeting with all candidates to review work history, core competencies, and skill sets, as well as providing information to candidates regarding potential employers, position responsibilities, performance expectations, etc.

Track all candidate interviews, employer feedback, and other key drivers such as candidate drop-off point(s), disqualification factor(s), and other related determinations that eliminate a candidate from the recruiting cycle. Recommend further support when candidates demonstrate a need for additional work readiness training.

Use specific program metrics to ensure candidate retention, wage gain, and career advancement.

Learn and utilize the ACCESS database for benchmarking and analytical purposes.

Attend and participate in monthly Youth Services staff meetings.

Additional duties as assigned by the Workforce Development Coordinator and Director of Youth Services.

Bachelor’s Degree in related field (business, marketing, public relations, human resources or hospitality).

Two years experience in staffing, human resources, or workforce development.

Background in human capital/talent search, career assessment planning, professional development, team building, mentoring, work readiness coaching, sector-based skills training, candidate branding, or competitive behavioral interviewing.

A detailed understanding of the customer relationship management process and ability to build meaningful partnerships in order to grow Union Settlement’s workforce development brand.

Demonstrated understanding of brand positioning, research, prospecting, closing and negotiating techniques, including a solid understanding of metrics and benchmarking.

Ability to utilize an aggressive mix of traditional, online, and social media lead generation strategies (street/team canvassing, event tabling, career fair/tradeshows, cold calls, direct-mail campaigns, e-Marketing, RSS Feeds, Dun & Bradstreet, Goliath, Edgar Reader-pro, Hoovers, LinkedIn, Twitter, Facebook and third-party job-boards) to increase both candidate and employer market share.

Outstanding presentation, public speaking, and workshop facilitation skills with the capacity to capture maximum and quality audience participation.

Demonstrated understanding of labor market information such as sector and industry trends, job outlook, earnings, related occupations, and career paths.

Demonstrated ability to navigate such tools as ONET, CareerOneStop, JobZone, CareerZone, mySkills/myFuture, and the NYS and US Department of Labor websites.

Ability to adapt to changing priorities, and operate in a fast-paced and constantly evolving environment that drives continuous improvement.

Excellent time management and problem solving skills.

Demonstrated knowledge of Microsoft Office product and ACCESS.

Bilingual (English/Spanish) a plus.
